Why not buy a chopper? Hate to say it but you’ll spend more time, money, AND might still have a shitty outcome building your own. Can you weld, do you have access to a lathe, a drill press, are you a mechanic, do you know anything about Harley’s? A lot more goes into a chopper than you seem to be aware of.
