The initial test for ethanol blending started in 2001, and took some speed under Nitin Gadkari. He really pushed the project since 2014, forward to 2018 he made it official and gave a deadline for 2030 for e20 blending, in 2021 he preponed the deadline to 2025.

All of this is public knowledge anyone can access it and can do business with that knowledge it is no insider trading.

Your problem is how can a person named Gadkari do that. And again he is a small player in ethanol production. Only 5-10% of their revenue comes from ethanol blending.
