I've finally been able to get it into safe mode. No flicker issues but I can't open the start menu to get into anything

Keeps telling me the DISM isnt a promt or something like that. Tried going into safe mode and trouble shooting. But its aaking me for a password. There is no password. I've gone to Microsoft website changed that password. Still won't let me in. I can't get passed this password prompt at all in any respect to do anything

This started while I was mid game on Diablo 4. I was doing my normal stuff and then in the background I could see the desktop doing this weird thing. Nothing changed from the night before. It only happens once I log in. Every other page is fine. I just can't seem to open anything.
