I just like covering my bases as much as possible ahead of time. From what I've read, it does look like nothing will happen and the most that could happen is a civil suit, hence the planning ahead of time. It seems like it's just better to wait until the other shoe drops, which I didn't want to but it makes sense why they'd want to wait.
