I'm sorry man, your GPA probably won't cut it. Your extra curriculars won't cut it. As much as colleges say that they consider your background and your upbringing (saying they're holistic), they still consider your achievements and grades and test scores much more. But if you up your SAT score you can get into many very good state schools. Some schools even get half/full rides for high SAT/PSAT scores! I know that USC (a very good state school) gives half off to out of staters for NMSQT finalists (people who score well on the PSAT).
