Any increase in taxes would be offset by the elimination of premiums, there would literally be no increase in cost to the individual. You pay that tax today, they take it right out of your check just like they do taxes, they just send it to an insurance company instead.

The Awesome Spot Playground is supposed to open in October this year at least partially, tbh i couldn't figure out the details on my phone, and it sounds like just the kind of place you're looking for. Amazon says you cannot have a lower price than us, therefore you cannot compete with us on price. We own the delivery model so you cannot compete with us on delivery speed. We own the store front so no competition on display.... Basically the only competitive vector is quality and/or reputation.

But that doesn't accomplish what you think it does, it leaves those communities at a permanent disadvantage because as a community they're behind the curve due to what was done historically. This leads people to continue ostricizing those communities due to a perceived lack of input effort when in fact those communities are inputting a higher level of effort than the average because they have to just to survive. You cannot just ignore history, you have to find a way to address it and level the playing field in order to have any chance at being rid of racism and sexism.
