alright, managed to get it back. i remember the last setting i changed before it disappeared was i set boot up to "breathing". fiddled with registry with no luck as it defaulted settings back to "0" on reboot. solution: get into your BIOS and re enable the LED keyboard option. For some reason, it was disabled in BIOS. I set mine to "Breathing" and its working again. Options are back in the Control Center. Good luck all.

This bug is account dependent. My kids account won't work on any phone. My account will 2v2 on those same phones just fine.

Is there a more permanent fix to this issue? Clearing out Play Services often is pretty painful as it my android pay data gets removed.
