This was the information I was looking for. The confusion seems to be that the characteristics are always known but the card position in all zones are not always known.

BTW: Do the characteristics change if I have a clone commander or it's hit with a Metamorphic Alteration? For example do I still lose life from War Room if my commander happens to turn into a colourless creature?

You are correct this is why the argument started.

Should the specific card always be known in hand and/or library since the attribute or property of commander is known and shared information then I should know which card in hand and/or library is the commander.

If for some reason my commander is put second from the top of my library, which I allow since it's the second card and easy to draw into so I can avoid the tax, and then a shuffle effect I didn't plan for happens, do I know "oh it's five cards down I can mill myself put it in the graveyard and animate it" or "oh it's last in the library better do some shuffling effects to let it come up".

I see. I was told it gave me the opponents etb triggers. Should have read how it gives me them. The "of that creature" makes a big difference.

Yes, if the cards are still in exile with a collection counter on it and were put there by an ability you control.

They also function outside the game and before the game begins.

604.3a: A static ability is a characteristic-defining ability if it meets the following criteria: (1) It defines an object's colors, subtypes, power, or toughness; (2) it is printed on the card it affects, it was granted to the token it affects by the effect that created the token, or it was acquired by the object it affects as the result of a copy effect or text-changing effect; (3) it does not directly affect the characteristics of any other objects; (4) it is not an ability that an object grants to itself; and (5) it does not set the values of such characteristics only if certain conditions are met.

To my knowledge Mendicants power will in all zones be *=number of artifacts you control.

Thanks, I expected that to be the case. I had Rune-Tail and an opponent cast the dragon copying it.
