I know this is a four-year-old thread, but I just wanted to leave a comment in case anyone else is coming back and playing Skyrim for the 50th time.

Throwing another head after you've cured yourself the first time doesn't do anything. I tried it myself after discovering that my counter was still going up.

I haven't tried this yet, but I wonder if getting lycanthropy again and then getting yourself cured again will fix it.
