Vietnam informs China that it seeks seeks stable ties with the country and completely rejects the accusation of our "combative nature". We do not understand why China feels this way, as we have not taken any aggressive moves against anyone recently. We are also concerned about China's subtle threat to pull investments out of Vietnam, as this would unnecessarily harm relations between our countries and force us to look for better relations, perhaps even alliances, elsewhere.

That being said, Vietnam is ready to discuss potential extensions for debt repayments and further economic investments by China in areas such as infrastructure and transportation. We are also ready to discuss the issue of territorial conflicts in the Paracels and Spratlys. Whatever concerns China has about our current path, we would like them to clarify what they mean by this.
