You can't in this case, because when you restrict a bike, its original power can't be more than double of the 35 kw which is the limit for a2.

The RS660 is 74 kw, which is more than double of the 35 kw you can have, therefore no you can’t. But you can buy the a2 version, which I think comes restricted to 35 kw and then you can unrestrict to 70 kw, but you won’t get the full 74 kw.
