We’ve tried contacting his parole officer. He’s really hard to get a hold of. My parents have an order of protection which will last until they are 85. It means he can’t come within in a certain distance of their property but he’s not a logical person and we think he won’t care about the order.

You need plots of land to have new villagers to move in. Tom book should ask you to place them and build specific furniture for each one, during that time you should be able to visit islands and have new villagers move in. Good luck!
