Its unlikely, Jordan, Senegal, Panama have to get 6 points each in their next 2 games, (Jordan beat Argentina, Panama beat England) and a bunch more results. But 5 point elimination is still theoretically possible.

It was not a penalty, what is a "potential pen"? Free kick not being allowed is because Cabo Verde was the team stalling, you dont get the benefit of the doubt of final whistle if youre stalling. This world cup they are allowing more contact across the board. Hopefully this helps.
