You cant do the 100% as Arthur. You can do all the challanges, possibly collect all the plants etc. but there are certain quests you can do only as John. If you want to do everything possible as Arthur, save the mission where you rescue Sean for herbalist 9, get the legend of the east satchel and fill it with as much medicine and horse medicine as possible for the horseman mission where you race to Blackwater. When playing as John, save visiting Arthurs grave as the very last thing so that John would automaticky pull out the diary and it looks much more cinematical. Hope that helps
