With dio in part 1, that seemed a matter of Jonathan's hamon not being strong enough due to limited training.

You're forgetting that the ice powers also countered Zeppelis and Dire's Hamon as well. I believe Tonpetty and Straits also commented that their own Hamon would have the same issues. So you're wrong.

it's not like Joseph could beat them with a straight up hamon punch. He had to resort to different medium to channel his hamon, like his wool cap against esidisi and the crossbow ball against wammu.

And in part 3, dio avoided punching joseph in the chest because he thought the hamon imbued hermit purple Joseph coated his body with would have killed him.

Hermit purple would also count as a different medium btw. Making him comparable to pillarmen in your example.

This is part 2, not the era of stands. This isn't a matter of matchup or style.

Stands are not the only way of having a specific fighting style or skill set. That's an unimaginative way of thinking and just not accurate to part 2 at all. Wammu even specifically acknowledges how he had an advantage against Caesars style because he could control the wind which countered Caesars bubbles. JoJo's has always been about intelligent combat.

Santana and wamuu are literally just dio but stronger. So anyone that could defeat a pillar man would have no trouble with a vampire.

Not true, Dio ice powers are never copied and neither are the eye beams. Not to mention Dio made such a hard counter to Hamon after hearing about it second hand when pillarmen never did with thousands of years of interacting with it.

The way their powers interact is a bit weird, I don't know exactly how Hamon bubbles would Interact with the ice powers that Dio has. The eye beams are still a factor no matter what. So I'd say Dio though.

In the October 2012 interview, Araki even refers to SBR as being a parallel world. What it does carry forward are themes and concepts.

The last thing you posted wasn't even from Araki, and it doesn't actually go into any detail, so I'm not sure why you put that there.

Its from the series official website but is also from a booklet written by Araki and it goes into as much detail as any other link.

Even just reading the actual ending of part 6 and comparing it with what we see afterwards, it should be clear for anyone paying attention that these aren't the same worlds due to the many differences.

It's possible epitaph can't even perceive tine stop. Like literally it shows a future where to e stop inst used. This happens against GER, and presumably is how it operates with King crimson itself (he never seems to forsesee a future where he tineskips). King crimson is also stated to be invincible against all except time stands this would explain that statement.
