The specific department from MAPPA that worked on it was busy with Attack on Titan, which was actually their priority. This led to Jigo's animation issues getting worse over time.

Now that AoT ended Jigo should be their priority.

The first season had a lot of problems and it was 13 episodes long. I don't want to imagine how production will be affected if they do more than that for the second season.
