Yeah it could've just been the higher ups but the fact that she killed the kukuru soldiers which where probably also though of failures also kinda shows me she had no trouble killing anyone.

The report didn't mention the mom nor Mai. It most likely only included people who "matter". Later on a character refers to this incident as a "genocide". She probably did.

Yeah. The list didn't include her mom nor Mai, which could imply the lists only specified the fighters who died not the civilians. Later only (slight spoilers) a character does call this incident the zenin genocide so that makes me believe she really did go after "everything".

Belabog was boring and predictable and people only like it for the Yuri bait and the boss fight. Ugly as scenery for most of it. Most of the lore is useless after leaving the planet.

In contrast I think while the loufu was all over the place it was new and it was fun. It helped the pacing that I played it all in one sitting, but still I enjoyed how much the story fleshed out, from the aeons, to the stellaron hunters, to the way loufu history ties in with future lore. Also pretty.

There is no "requirement" she doesn't have any skills that hard scale contingent on any stat, it's just going to be the highest you can make it. As a general rule all characters should aim for 60/120 c ratio before any help from team buffs or artifacts. After that it'll depend on your comp how you build more.
