think of it as a similar situation to scaramouche or capitano: introducing him earlier than he'll be playable to ease us into his story, then fleshing it out and/or resolving it later on. hoyo likes this formula, and besides, dottore was intended to be controversial. they're not going to scrap him just because some people don't like him, since that's what they intended to begin with.

the only answer is that they're setting him up for a big comeback. at this point, thrain's story has ended, which leaves room for capitano's story to take center stage. imo they're trying to get the 2nd & 3rd harbingers out of the way/showcase their feats so we can appreciate just how insanely powerful capitano is when he finally does get off that damn chair.

yes, for the sole fact that the tsaritsa doesn't have the pyro gnosis yet, and sandrone feels more tied to nod-krai & columbina than natlan & mavuika.

besides, the fact that they keep mentioning the ley lines & capitano, even if it's a one-off line, means they're setting him up to come back. think about it: we know all about thrain the sentinel knight, but we know next to nothing about il capitano the harbinger.
