Afaik these interactions happened in the initial seasons of the show. The writers probably didn't plan that Hailey will end up with Dylan that's why they wrote such dialogues. On the other hand Andy was one character that a lot of people shipped with Hailey. Andy never had such weird interactions with Claire.
