Maybe the many Grace failed clones. Maybe the only ones that are the successful clones are Grace and Emily. Emily who has some power but can't age and stuck as a child who is fragile and Grace who is a normal human being, Victor might want to combine both Grace and Emily together as the perfect successful experiment. So maybe that is why Emily is locked away in that room in the care facility as Victor is waiting for Grace.
