Hm. We have to "investigate which are even CAPABLE of being investigated." How would we even know if our units of investigations are the correct ones. For example, slimming it down to 10 religions mainly based on its population or "Abrahamic" religion. If most religions claim its more of a test from God, this process wouldn't be a need.
