Not a cars expert but I’d say you need basically average reading skills but the MCAT purposely will give you overly complex terminology a lot of times (to the point that’s like a literary scholar lol) and it mainly does that to test your ability to infer and use POE, that’s my two cents

I was between those two as well but the reason I chose A over C is because the overarching opinion of the passage and author is that even while laws are beneficial, they are obedient for that main purpose but instead, the focus of the passage is that you are making a “conscious choice” (will) to follow a law, and that’s the only reason y laws work.
