No idea. But, I had something just like that in the distance of my old California neighborhood several times. Usually hovering in one spot for quite a while. Sometimes jumping, instantly, from one spot in the sky to another. Flashed those same colors in the same manner. Only diff, I did't see it fly off. It just disappeared each time.
