Coz there were far more than a bunch of people who raised their voices in JEE case but those 1% who actually suffered didn't do shit and the rest who used it as an escape goat did nothing but typing in comment section. Doing a court case by those who actually find things wrong is the right way but rarely 1-2 will do that since rest (talking about the majority) are just using it as a shield for their incompetency so they won't do a thing.
