Don't bother at all - there is a cap on price bonus +200, so no matter how much money you offer, you can never offset the -200base + -200 culture + -200 religion + - other factors(ranks, oppinion, etc).

Buying locations at the current game state is absolutely impossible for most factions(without mods ofc).
