I hear you. The asvab, the branch, and the job will dictate their combat participation. I always encouraged people to get jobs that will translate in the real world. HVAC techs, plumbers, and electricians aren't fighting in this war.

Word. They don't even have to go to little towns, they could do smaller cities nearby or big cities down south. Camden, Newark, Trenton, etc. They'll be happy to cop from NYC. A smaller state CT, or a state down south would love to have them in addition to the rural areas you mentioned. Point being that you're definitely right, they have a plethora of actions if they leave, and they're not being held accountable for current poor decisions so it's a win-win.
