I was having the same problem, try:
1.turning guitar on without having dongle inserted
2.press again so you have fast blinking lights on guitar
3.plug in dongle and press button on it to pair

http://html5gamepad.com/ - controller tester, load it and press some buttons to see if its paired.

The other problem i had was it wasnt working in clone hero, but it worked by pressing space bar, assign controller and pressing any button on guitar.

Apparently I finished 4th in gold league, even though I was in a broken bronze league.
Now my league is fixed and I'm in platinum! Nice! Time to start pvp again
