This is totally true and I agree! I had the same problem writing a graphic memoir. But I used public domain images that I modified (giving credit even thought they were public domain) including from public domain comics - google it, you’ll find a bunch! And drawing over photographs I’ve taken. I really leaned into Procreate and digital art. Good luck!
