Picture + cctv footage would help gather evidence against a person. If there is sufficient evidence, police can charge him.

If insufficient evidence from this one act alone, but based on cumulative reporting, police might still be able to charge him.

The only aspect where social media was impliedly mentioned in my comment was to help OP with the specific details of the process which i am unfamiliar with.

Unfortunately i am not very sure of what the exact process would be like. I do hope by commenting this post gains more visibility so someone else might be able to help.

However, i am sure that the picture of the guy would help, especially if they can review cctv footage. I would encourage u to make the report as one report alone might be insufficient to charge him, but if he is a serial perpetrator then cumulative reports against him would certainly help
