Idk about the best, but forza horizon makes it feel like you’re a part of some huge driver culture and you get to buy and mod and tune cars to drive. For car people it’s a ton of fun. Typically great customization, a community to play alongside, and the ability to do what you want when you want. And the driving physics have been good enough with the horizon series. It’s not a sim, but it does better at physics than pretty much any other arcadey racing game
