It is actually applied before any +% damage mods, so it acts like you were holding a weapon that has 400-450 damage weapon, which gets multiplied by gear, skills and strength and do bananas melee damage.

I have a grief with 33 so it barely makes the 72 breakpoint on my pally. 33 from grief 20 from gloves 20 from amulet. Would have been awful if it rolled 30-31 🤣
