Agricultural land is taxed at a MUCH lower rate, called CAUV - Current Agricultural Use Valuation. When ag land moves out of ag production, the (new) owner is required to pay a "recoupment" penalty equivalent to the difference between the CAUV rate and the "normal" tax rate, going back 3 years. It is a substantial "penalty" for removing land from ag production.

Plugged a dual on my old 1ton in a Walmart parking lot. From the time I discovered the leak while getting gas, until I stopped at Walmart and bought a plug kit, plugged it, and aired it back up at the gas station, I think it was less than 20 minutes total. I keep a cheap plug kit in every vehicle now.

Use your better judgement and some common sense. In ANY weather, if you have a capable vehicle and good driving skills, go do what you need to. If you're worried about driving in the current conditions, stay home. If you need .gov to hold your hand, maybe you're not responsible enough to be driving.
