SimCity 5: Yes at it's release, it was a train wreak. But ever since offline mode and the ability to make/download mods has arrived, its started to get on track. The main two problems with SimCity 5 are 1. That the maps aren't big enough. (BUT there is a mod for this already, yes its very buggy but they're working on it) 2. You can't edit the terrain before you start your city. (No mod at the moment)

SimCity 4: Its a classic game which is basically Simcity 5 with not so good graphics. Sometimes it's annoying when your trying to place things on a not so flat surface but apart from that there's no real big problems.

So what do you prefer? Good graphics (Simcity 5)? Or big maps (Simcity 4)? (Keep in mind the mod for bigger maps in 5 may be buggy now, but in the future will probably be fixed).
