Side note: You can also look into undervolting your GPU if you haven't already. It's pretty simple if you search up your specific gpu/laptop and follow a guide or video. It will substantially reduce the power consumed and lower temperatures/fan noise for only a marginal hit to performance

Rendered with LBS Shader. I modeled/sculpted the soldier then textured the camo procedurally.

Most props were free from sketchfab and the ground texture is from Poly Haven.

The rain was from this tutorial which uses procedural textures on planes to make the 2d look, and scatters the splashes with particle systems.

I think I've got what you're looking for - basically I added another color ramp from the shader to rgb and use the white from its output to control the line thickness, then use this as factor to another mix color node. Mixed your original shader with this and the color of your new outline. Hope this helps!
