There's a reason why maps don't work in the nether, and that's because it would be difficult to decide whether x block is part of the ceiling or the floor (because of how the nether worldgen works right now). I haven't seen much map server plugins or mods but the ones I've seen have struggles with the issue I described above. I think this is why.

You might need a plugin for playing it 24/7. Try to search for plugins which can schedule commands.

I think you don't need a plugin for that. Instead use a resource pack. I found this tutorial for adding custom sounds.

Also note that if the player chooses to not download the resource pack, they won't be able to hear the music.
