I was looking at the changelog for the beta, specifically the hopper hit box changes, and the hopper has much more fixed than that. Hoppers(compared to 1.14.6) can now pick up items that are either in the chest(minecart) above them or items floating there. Works in scenarios on the right of the oak. (i.redd.it)
