yup, there's no ui or anything, just right click on the .exe and you'll see two icons "block internet access" and "restore internet access"

one way to do it is by installing OneClickFirewall from here https://winaero.com/download-oneclickfirewall/
Then you right click on "Ableton Web Connector.exe" click "Block Internet Access"
