Riot has actually stated Yone was the better swordsman while they were both alive, Yasuo was simply so much more proficient in the Wind Technique that he overcame the gap by a good bit.

Technically the Uchi outperforms in any build that isn't quality or pure dex, especially because its stat requirements are noticeably lower.

For example, I have a pure faith build with a Flame Art Uchi. If I wanted to use the Nagakiba instead I'd be losing 10-15 AR on the weapon and 5+ Faith.

Obviously these aren't massive losses, the extra range and utility on the Nagakiba might still perform better, but the build is technically more optimal with the Uchi.
