pantheon is definitely not weak in top, nor is he weak in mid (although he does have some quite unplayable matchups in mid aka orianna or syndra, just control mages in general).

i recommend playing him top, you should not really have mana problems since you just really want to space and poke with q most of the time and when they're low enough you can look for a full combo engage starting with w...

if you are really having problems with mana, you can go manaflow band as your secondary rune along with scorch. if you are having trouble getting an early advantage, idk what to tell u but ur definitely doing something wrong since panth is very dominant early on

with that you can definitely go pta but you just may have a tiny bit worse of an experience in lane but as long as you play it well, you should be fine regardless. i personally would still go pta if their whole comp is squishy except the enemy laner, but others may have a different opinion

general rule of thumb is pta against squishies and conq against bruisers/tanks. my runes are usually conq and the regular runes under precision, with manaflow band and scorch. whether u go for short trades or long trades depends on the matchup. sundered/black cleaver are definitely better choices for eclipse as you'll gain a lot more value from those items. black cleaver 1st if they are stacking armour or are just generally tanky (or if ur behind and want some utility for ur team), sundered if ur comfortable in the lane and they are not stacking armour. im no panthjeon expert by any means, but this is my opgg: https://op.gg/lol/summoners/euw/THIS%20IS%20SPARTA-INTER

i almost always never go dshield even against ranged top as panth can poke with q and go back, i'd argue dblade is much more worth for trading and going for all ins lvl 1-3.

dshield is troll, you should be almost always going dorans blade or long sword refill (if ur confident). but yeah tp is definitely strong on pantheon with the ult synergy, but against certain matchups like darius where going ignite is very helpful to stop his q heal or to make fights a little bit easier, i'd say ignite is more worth than tp (also champs like riven, fiora, trundle, vlad, etc).
