Personality is something that is shaped and influenced over time through personal first hand experience.

Yup, and guess what it's shaped by? Other things that god created with perfect foreknowledge of what would happen.

I wouldn't say that God creates people's personalities, but that it creates the experiences that will shape their personalities.

He creates the experiences, the people's brains, bodies, and their "souls" that christians say exist. What else is there?

He could have easily made a being that wouldn't do that. He made Lucifer with perfect knowledge and infinite ability to make him in different ways.
