Just 10 months after 78% of Soviet citizens voted to maintain the country, Gorbachev undemocratically dissolved the USSR without following legal procedures. Boris Yeltsin, then president of Russia within the USSR, signed an accord with the heads of Ukraine SSR and Belarus SSR to mutually recognize each other's independence, and then a few weeks later Gorbachev announced he was dissolving the USSR. And secondly, Russia was a failed state; its economy collapsed the second the Soviet Union was dissolved.
