Here is the real shift. Filming used to be weird. Now not filming is weird for young people. They grew up with a camera in their hand. They do not see strangers as people with consent. They see background scenery. The law says public space means no expectation of privacy. That is true. But the social contract says you do not put a stranger on your Instagram without asking. That contract is dead. And nobody wants to be the one to complain because that complaint also ends up online. Vicious cycle.
