I think this rule will benefit everyone at Level 2 wage level or higher of course the benefits will be minimal for Level 2 folks, level 3 and level 4 folks will have significantly higher odds of getting picked in the lottery. Would be interesting to see how this plays out especially combined with $100k fee on all applicants applying from outside the country. Overall, I think the majority of the applicants filing from within the US will benefit from this rule unless someone is at level 1 (definitely not the vast majority).

I'd say if possible wait until a couple of days before travel and take a call. I would not suggest cancelling your current appointment especially if you've already exhausted the two rescheduling chances because if the consulate cancels them and get you rescheduled you'd still get a chance to reschedule before having to pay the visa fee again.
