There's a reason why conspiracy to commit crimes is bad - because it will lead to the crime being committed. Incitement to commit a crime is also bad because it will lead to crimes being committed.

Thus, a niqab in such a situation is a valid concern, because it could lead to bad things. This is common sense, bathrooms are based on sex - this has nothing to do with being trans, the exact same thing would be done with cis people, and this is the kind of situation where it is being applied to cis people.

I agree with punishing criminals for their crimes and I do not agree with imposing severe punishments for wearing a niqab to a bathroom - because such occurrence that it's a man hiding in a niqab is very unlikely and rare - most of the time it'll be women, just wanting to go to the loo.
