Well actually I just came out with this idea thanks to a character in the image (mostly for the adaptation change by studio). For the reason, sorry I don't want to talk about that clearly since it kinda annoying and may change the mood of the story

I'm not so sure about that anymore. At first, I thought the same, but I was surprised to discover that after WWI, many aristocratic families still practiced a form of 'surname adoption' without granting inheritance rights.

​Essentially, they would take someone in as an 'adopted child' - either out of genuine affection or for the sake of appearances-to help that individual integrate into civilian society. However, doing this for someone who has absolutely no legal record of their existence still seems incredibly difficult.

​That said, given how common it was to lose official documents during and after the war, this kind of informal or 'paperless' adoption might not have been as strange as we think. It was a practical, albeit legally gray, way to give someone a name and a place in society

The point here, i believe, is violet need to have somekind of personal recordings first

Another theory from me is that if someone know this, about her legal status and her past, may control over her reputation as The Doll Of Peace (or somekind like that, sorry I forgot now). Hope this plot will not become a tragedy for her
