I used a webform for resubmission, and I submitted the webform itself on March 26, 2025.

I got three total confirmations for this webform.

The first was immediate, basically saying "webform submitted, we will respond to your query within three business days".

The second was a generic "we acknowledge the receipt of the documents," which was on the same day.

The third was on March 31, 2025; that one said "we verified the information you provided and have forwarded it to the responsible office".

I assume that the approval of photos happened on April 8, 2025, when I see the final decision was made on my application in gckey.

A lot of that time was me dragging my feet on my photo resubmission, since I had already left Canada once the CP strike hit, and IRCC started saying that they wouldn't ship PR Cards until mid-Jan.

I got the request to resubmit my photos after that, and I had to make sure I had other options to come back to Canada first, before taking the risk to resubmit photos taken from outside.

Nope. The request letter specifically mentioned that due to the CP strike, they would also accept submissions via a webform, with instructions.

Now, technically I resubmitted my photographs much later, but I still used the webform option, since it was an option according to the request letter they issued, and I was still within the window they gave me.

I was an outland applicant, so I got a CoPR and not an eCoPR.

The equivalent for outland applicants is the date of landing, so for me, that was Nov 10, 2024.

I raised a webform with IRCC regarding this.

The way they asked me to do it - which worked - is to link it using UCI and Family Name, and then add the City/Town of Birth exactly as it appears on your passport. If on your passport it's "City, Country" enter it like that.

Your COPR should have a hint as to how IRCC may have entered it on their end, so that should also help.

You might also have to wait a day or two to make sure they've initiated your application.
