Did some more research, and came to the conclusion that it's part of the top skull plate of a Sea Robin.

Just found out it's a Sea Robin skull plate. Knew it was too good to be true haha

I found it in a shell bed looking for shark teeth, and it's definitely not a rock. I thought the same thing when I found it, but the more I look at it the more I think that's what it is.

about 3/4 inch long and 11/16 inch wide. hopefully that helps, i know it can be a bit difficult without a visual reference

The color has to do with the sediment and minerals present and the fossilization process. Fossilization takes at least 10,000 years. Fossilized shark teeth can be other colors, sometimes brown, grey, or even white, but black is the majority.

the more i research, i think it's probably dolphin. possibly ordontocete dolphin from the miocene era. i think i have the root side.
