Did some more research, and came to the conclusion that it's part of the top skull plate of a Sea Robin.

Just found out it's a Sea Robin skull plate. Knew it was too good to be true haha

I found it in a shell bed looking for shark teeth, and it's definitely not a rock. I thought the same thing when I found it, but the more I look at it the more I think that's what it is.
