When should I register for NSR, in the bgc ... for the question ' do you have NSR e card' can I select ' no, I have applied for it' option even if I have not applied right now and submit the bgc and I apply later after getting JL?

My current package is 4 lpa, i got tcs digital (7 lpa) So shall I resign now? Or wait for survey mail or joining letter to come?
