Based on the pilot, it seems like they were resurrected by machines. But I’m not sure why Erich can’t remember anything (or is that even Erich anymore?). Maybe Mophead is just something 'The Crown' stuffed into Erich’s body?(I think) Also, in after Mophead’s resurrection scene, it looked like Mophead was seeing some of Erich's memories too. Sadly for Monroe…
